With more intense and frequent storm events, it is even more critical to ensure that stormwater infrastructure is maintained, replaced, and upgraded, as necessary. Many municipalities are turning to stormwater utilities as a stable source of funding for this work. However, these municipalities often face pushback from stakeholders. Please join us as we discuss the most recent legislative efforts in Hawaii to exempt state-owned properties from the City and County of Honolulu’s stormwater utility and the implications of this type of legislation on utilities across the country. Our panel will discuss similar efforts in other states, alternate ways to address concerns by publicly-owned facilities, and ideas regarding developing an equitable rate structure.
