Abstract

Critical skills shortages (CSS) are presenting challenges to policymakers across the globe. This chapter outlines the concept of CSS, discusses the factors contributing to CSS, and identifies the associated policy and community challenges. The links between CSS and the United Nations sustainable development goals are also outlined. The experiences, challenges, and policy responses to CSS are discussed in the context of selected Asia-Pacific and Indian Ocean countries. The chapter identifies the key issues and outlines the structure of the book.
